The Snowy Mountains Special Activation Precinct (SAP) have announced several updates as part of its $242 million investment to deliver infrastructure and amenities needed to enable sustainable tourism, housing, strengthen the local community, and drive long‑term regional growth.
Regional Growth NSW Development Corporation (RGDC) is leading the delivery of this program and shares its latest progress across the Snowy Precinct priority projects.
Mountain Bike & Adventure Park
Trails are on their way!
Exciting progress is being made on the Mountain Bike and Adventure Park, with Next Level Mountain Bike Pty Ltd appointed to design and construct Stage 1 of the trail network. This stage includes just over 30km of purpose-built mountain bike trails, along with a dirt sculptured pump track and skills area for riders of all ages and abilities. Construction is expected to begin this summer!
The 500-hectare adventure park site is located adjacent to Jindabyne on the Alpine Way and overlooks Lake Jindabyne.
Park Operator
Following a successful Expression of Interest process, shortlisted proponents have now progressed to the Request for Proposal stage as we work towards selecting an operator for the park.
Park Infrastructure
Running in parallel to the trails and operator processes is the planning and design for the supporting infrastructure, with construction anticipated to commence in 2027. Key works include a new intersection on Alpine Way (near the top of hill), a pedestrian and cycle underpass linking the foreshore to the park, internal roads and parking, visitor amenities and essential utility services. Together, these exciting developments will create a world class recreation and tourism destination for the region.
The Mountain Bike and Adventure Park is planned to open in 2028. Stay tuned for more updates as the project progresses.
Lake Jindabyne Foreshore Designs & Claypits
This project is now complete, with detailed designs finalised and ready for future funding opportunities.
Council hosted an opening celebration for the new Claypits precinct at the Jindabyne foreshore on Thursday 2 April 2026. The project was completed ahead of schedule and opened for the community and visitors alike to use in December 2025.
The next stage of upgrades of the Lake Jindabyne Foreshore focuses on delivering wayfinding and educational signage to enhance the visitor experience. These elements will improve navigation across the foreshore while sharing local stories and environmental information, helping visitors better understand and connect with the area’s natural and cultural significance.
Community members are encouraged to view the illustrative design of the Lake Jindabyne foreshore to see the long-term vision of the area.
The completed design packages have been handed over to Council and are ready for applications for grants or other funding opportunities.
Water and wastewater infrastructure
New Jindabyne Water Treatment Plant
A major milestone has been met for the Water Treatment Plant project!
RGDC has recently awarded the $31.5M contract to Tallai Project Group Pty Ltd for the design and construction of the new water treatment plant. Construction is expected to commence in December and take around 18 months.
This project will provide Jindabyne with a modern and reliable facility which will support the town’s growing population and eliminate the need for precautionary boil water alerts that have affected the community in recent years.
Wastewater Treatment Plant
Tenders are now open for the construction of the upgrade to the Jindabyne Wastewater Treatment Plant. This project will see the capacity of the plant double in size to meet the long-term growth of Jindabyne.
Water and sewer network upgrades
Detailed design has commenced for the water and sewer network extensions to service new growth areas across the precinct. The upgrades will support both new tourism and residential developments.
This follows the successful delivery of upgrades to Sewer Pump Station 6 (SPS6) in partnership with Snowy Monaro Regional Council, providing additional capacity to service the new school site and education precinct, Leesville industrial area and residential growth.
These projects are critical investments in the long-term sustainability and liveability of Jindabyne, ensuring the town has the infrastructure needed to support the future growth.
Aboriginal Product Development Program
The Aboriginal Product Development Grant Program, established to support local Aboriginal businesses in the Snowy Mountains Precinct, closed earlier this year. We’re pleased to report there was a strong level of interest.
Submissions are currently under assessment, with outcomes to be confirmed shortly. This program represents an important step in strengthening local Aboriginal enterprise and supporting long-term economic and cultural outcomes for the region.
Streamlined Planning Pathway
The Snowy Mountains Precinct provides a streamlined planning pathway that cuts red tape and gives businesses greater certainty when investing, expanding, and creating jobs in the region.
A key feature of this process is the Activation Precinct Certificate (APC), a planning approval pathway unique to NSW Special Activation Precincts. An APC is often the first step for businesses and developers looking to undertake eligible projects within the precinct.
Since the planning framework commenced, four APCs have been approved, representing around $19 million in private investment across the region. These projects include a mix of subdivision, residential, and commercial developments. Together, they have enabled the creation of 29 new lots and are expected to support 37 new jobs, helping to grow the local economy and increase housing and business opportunities.
The first APC issued within the precinct supported the upgrade and expansion of the Nuggets Crossing shopping centre, including improvement to the Woolworths supermarket, enhancing services and retail options for residents and visitors.
The continued uptake of the APC pathway demonstrates growing investor confidence in the Snowy Mountains precinct and highlights the role of the SAP in supporting sustainable growth and economic development across the region.
